October 17, 2007 Board Meeting Minutes

A meeting of the Shenandoah Valley Homeowners Association at Battlecreek was held on 10-17-07 at the home of Tom Emmert. It was called to order at 6:00 P.M. by President, Wes Herzberg and attended by Wes Herzberg, Tom Emmert, Dee Farlow, Julie Harris, and Bill Richards. Nick Cory and Mike Wooten were unable to attend.

Tom Emmert read the May 22, 2007 minutes. Corrections were identified for revision and e-mailing to the board for approval then forwarding to Don Guy for posting to the web site.

Stan Green who was a founding member of SVHOA board in 2001 and now participating in the formation of a Master HOA for Battle Creek, presented information concerning the HOA and development of bylaws. A purpose would be to have a unified voice in the community for those issues that impact the Battle Creek Area. Stan was asked to represent SVHOA on the Master HOA and agreed.

Entrance lighting options were discussed. One of the in-ground fixtures appears to have been intentionally damaged and would require $600 for repair which was not approved at this time.

Bill Richards presented the Treasurer’s Report. The reconciled balance at 09-30-07 is $12,708.81. Dee made a motion that the report be accepted, Tom seconded and all approved. There are 4 unpaid HOA dues. The management company has sent multiple notifications to homeowners of record. Julie made a motion that liens be filed against these 4 properties, Dee seconded and all approved.

Dee Farlow presented the Social Events report. Boo Ha-Ha pumpkins are in place for Halloween. Dee also reported that the annual Battle Creek Block Party will be held on 10-26-07 from 5 to 7 P.M. There will be free food, a fire truck, candy for the kids, and a costume contest. This event will be held at the club house.

There was discussion of Joe Bohannon’s (attorney from Belle Trace) contribution of time and expertise regarding recent zone change proposals. Julie made a motion seconded by Dee that we present Joe with a $100 gift card honoring his efforts. All approved.

Mike presented the landscape committee report by letter with highlights as follows:

*Dickson Brothers will repair/replace the fountain soon.

*Repair plans in place for the ruts at the front entrance on 145th.

*Fall flowers will be planted soon

*Update on algae control plans for the ponds.

Julie gave the report on the Architectural / Covenants committee that there was no new business.

Old Business:

A newsletter was sent last year with the annual dues statement. Ken Brinkman will work on a 2008 newsletter.

It was decided to discontinue consideration of the hardcopy of the Directory and consider a web page directory.

There was further discussion of the lighting at the 145th street entrance. Bill made a motion that $1,800 be allocated to improve lighting, Julie seconded and all approved.

The wood plaque at the 145th street entrance is in need of replacement. Julie made a motion that $550 be allocated for replacement, Bill seconded and all approved.

It was noted that the no-fishing signs at the ponds are in need of repair. It was also recommended that no-fishing reminders be put in the newsletter.

The next meeting is tentatively set for 11-14-07.

The meeting was adjourned.
