January 18, 2007 Board Meeting Minutes The January Board Meeting of the Shenandoah Valley at Battle Creek Homeowner’s Association took place on January 18th, 2007 at the home of Kathie Wade. It was called to order at 6:30 pm by President, Wes Herzberg. In attendance were Board Members, Wes Herzberg, Kathie Wade, Bill Richards, Ken Brenkman, Mike Wooten and Dee Farlow. Julie Harris and Tom Emmert were not in attendance. Dee Farlow read the minutes from December 07, 2006 meeting while the Board reviewed. Bill made a motion to accept and it was second by Mike. The motion was approved. Wes advised Joyce with Tulsa Welcome Company delivered four (4) of the six (6) welcome packets to new neighbors in the addition. Since that time, this company has dissolved. The Board agreed to pend this issue until new management has been assigned. Kathie Wade’s bid for the Oak Street pillar was discussed. The estimate amount is $5,500. If the pillar is to be placed on golf course property, the proposal will need to go before the City Council. The Board agreed to review the proposal and possibly re bid in spring of 2007. Kathie composed a letter for the builders in our area to address the overuse of signs and unsightly displays of flags and Open House advertising, per violation of our covenants. She made an agreement with Silver Hawk Homes that they may keep their signage up for 24 hours. The builder reluctantly agreed and she advised we (HOA) reserve the right to take down the signs if in violation. Kathie did remove signs posted at the 145th Street entrance that advertised house cleaning, babysitting, etc. She contacted the owner’s of these signs, explained our position and placed the signs behind the wall to be picked up. Bill Richards addressed the HOA budget. He provided members a copy of the Financial Statement for review. 1. Budget not accurate as it does not reflect a debit of $987.50 issued to Tri-Rivers. 2. 2007 HOA Dues: 174 homeowners invoiced and 136 paid. 2006 HOA Dues: 161 were invoiced, 154 paid. All but one homeowner paid in 2006. 3. Thirty (30) homeowners agreed to have their information listed in the
directory. Dee Farlow discussed her meeting with Greg Holley of Greenway Golf Management. Greenway has agreed to offer the use of their facilities once a year, free of charge for the HOA’s in the area. We were unable to secure any of their rooms for our Annual Meeting on February 6th. However, Wes advised the meeting is scheduled for that date at The Church at Battlecreek. Greenway Golf will provide a packet for our meeting that will outline their plans for the Battlecreek Course. Kathie stated she rode with Dee & Will from Battlecreek Golf Course (BCGC). Their vision for the course is geared toward a "more wild & native" look regarding the grasses, trees, etc. They plan to replant grass that grows no more than 12 inches tall. Mike Wooten discussed maintenance for the ponds and lighting at our entrances and throughout the neighborhood. Bill will arrange to speak with an electrician about lighting for the front entrance. Mike suggests Mercury Vapor bulbs be used as they are low maintenance and last longer than the bulbs typically used. Wes discussed plans to acquire a D & O Insurance Policy. He provided members with a copy from IHG Insurance citing reasons the policy is important to have, along with a general quote. He turned the floor to Kathie to talk more in depth about using HOA Management, LLC to handle our HOA financials. Kathie initiated a conference call with Connie Matchen, Vice President of Marketing and Division Manager for the firm. Questions were presented in regards to the pros and cons of hiring a management group and a bid was provided for their a’la carte services. A follow up meeting will be held Thursday, January 25th to further discuss using HOA Management, LCC. Connie Matchen is expected to attend.
