March 28, 2006 Special Board Meeting A special meeting of the Shenandoah Valley Homeowners Association was held on March 28, 2006 at 6:00 P.M. at the home of Julie Harris. In attendance were Wes Herzberg, Tom Emmert, Julie Harris, Bill Richards, Kathie Wade, and Mike Wooten. Mike Hight was absent. The purpose of the meeting was to discuss interest for the coming year. Wes Herzberg called the meeting to order at 6:00 P.M. and announced that he was accepting the position of President. Board members then gave a brief introduction of themselves. Bill Richards reported the completion of transfer of financial records to him by outgoing treasurer Ken Brinkman and that he now had keys to the mailbox. Bill presented a MTD financial report of revenues and expenditures with a 03-28-06 balance of $16,686.13. Kathie Wade reported on the current status of maintenance and landscaping. Work on the front entrance has been changing rocks, soil, mulch, removing of some plants and ordering new plants. Kathie Wade, Mike Wooten and Tom Emmert are serving on the landscape committee and will develop a master plan to present to the homeowners for approval. Tim with Tri-Rivers will continue with maintenance to include removal of grass at the 145th street entrance. Julie Harris made the motion that $500.00 be approved for landscaping the entry which was seconded by Bill Richardson and approval by all. Board members are to scout for a lawyer in the neighborhood for services regarding covenants. Social Chairman Jane Herrington will attend a meeting to discuss ideas for calendar of events. Kathie is to contact Jane and ask others. Investigate if Social Committee will do newcomer packets. Newsletter – Wes to contact 2 people regarding position of Newsletter Editor. Layout and design will be Pam Wooten. The editor will decide whether ads will be accepted. Covenants – Bill suggested that we need to be consistent about covenant compliance. Wes is to contact Chas Holladay, Attorney to develop procedure for covenant violations. Kathie suggested we write protocol for future. Islands – Julie and Bill recommended developing plans for island design. Kathie to obtain quote from Tri-Rivers for irrigation of islands then contact neighbors to see if they would pay part along with HOA. Landscaping could be done by interested neighbors. Open meetings of the HOA will be quarterly and announced in the newsletter. The other meetings will meet privately. It was identified that we do have a tax ID number which could be used to reduce tax expense. The next meeting will be on April 20 at 6:00 P.M. at Kathie Wade's home. Meeting adjourned at 8:00 P.M...
